The Program Manager is responsible for the overall operation of his/her assigned program(s), and the implementation of programs and services for the people we support.  To insure the successful implementation of all elements determined necessary to support an individual, the Program Manager develops professional relationships with all parties and facilitates effective cooperation towards the common objective.

The Program Manager manages resources efficiently, supervises employees appropriately and performs administrative duties as required by law and policy.

Education & Competencies:


  • Higher education degree in a relevant field of study and two years preferred and/or;
  • Minimum four (4) years' experience in developmental disabilities and health services within Oregon
  • Two years' experience in a supervisory role preferred
  • Experience in developing behavior support plans and evaluating data preferred
  • Must pass a criminal background check.
  • Must possess a valid Oregon driver's license and be insurable by the agency's insurance carrier.
  • Must maintain all relevant certification and training requirements.

Essential Functions

  • Knowledge and appropriate utilization of communication systems
  • Manage T-Logs and General Event Reports for assigned employees
  • Review, follow-up and mark reviewed all General Event Reports for assigned program and people
  • Manage payroll for the people you supervise
  • Maintain daily employee schedules
  • Understand and follow the process for making permanent changes to approved program schedules
  • Manage "MARs"
  • Manage monies for each assigned person we support, and each assigned program


  • Complete DSP core competencies at assigned program per expected timelines
  • Assure all required exams are completed with each assigned person
  • Assure a Balance Test is completed with the psychiatric provider for each assigned person per agency policy
  • Complete a regular performance evaluation for each assigned employee
  • Assure a support plan is completed, trained and implemented for each assigned person
  • Assure Medication Reviews
  • Assure safe transportation for assigned people
  • Understand and utilize policies and union contract
  • Execute proper administrative actions
  • Conduct one-on-one meetings with staff and maintain appropriate supervision and support
  • Assure the safety of all properties
  • Prepare for and facilitate program staff meeting
  • Coordinate and attend assigned person's healthcare appointments as required
  • Attends mandatory meetings and trainings
  • Manage ISP Data Reports
  • Manage Healthcare Reports
  • Assure medications are managed and disposed of according to policy
  • Work direct care shifts, in the event staff is unavailable to work
  • Participate in on-call rotations and twenty-four-hour administrative coverage

Other Functions


  • Be available and participate as a resource to other Program Managers
  • Assist in the training of new Program Managers
  • Ensure assigned people obtain services and/or benefits (e.g. SSI, Medicaid)
  • Ensure communication with persons involved in the life of the assigned people
  • Complete reports in a timely manner
  • Participate in staff disciplinary issues, maintaining appropriate documentation
  • Report unsafe issues and practices
  • Train staff
  • Other duties as assigned
